The Uganda Veterinary Council is guided by a dedicated team of professionals appointed by the Minister of Agriculture, Animal Industry, and Fisheries. The Council provides governance and strategic oversight, while the Secretariat manages the day-to-day operations.

Terms of Reference For Finance, Audit & Human Resource Management (FAHRM) Committee
Purpose
To provide oversight and assurance on the financial management, internal controls, audit processes, human resource and risk management of the Uganda Veterinary Council.
Scope of Responsibility
The Committee shall oversee matters relating to financial management, budgeting, audit, internal controls, risk management, financial sustainability, and human resources of the Council.
Key Functions
- Review and recommend annual budgets, work plans, and medium-term financial projections.
- Monitor revenue collection, expenditure, and financial performance against approved budgets.
- Oversee internal control systems, risk registers, and mitigation measures.
- Review internal and external audit reports and follow up on implementation of recommendations.
- Advise the Council on financial sustainability, fee structures, and cost-recovery mechanisms.
- Ensure compliance with public finance management laws and regulations.
- Support the Secretariat in the identification of lawful funding opportunities, recommend partnership frameworks, oversee donor compliance and risk, and ensure funding aligns with UVC’s mandate.
- Develop the human resource policy and strategy.
- Oversee senior leadership recruitment, succession, and workforce processes.
- Review and recommend compensation philosophy and frameworks.
- Oversee the development and operationalization of the procurement frameworks, in accordance with the Public Procurement and Disposal of Assets Act 2001.
Authority
- Operates in an advisory and oversight capacity only.
- Shall not approve budgets, expenditures, contracts, or financial commitments.
- May review financial records, audit reports, and risk registers and seek explanations from the Secretariat.
- Final financial, risk, and HR decisions rest with the full Council.
Reporting
- Shall submit quarterly financial, audit, risk oversight, and HR reports to Council.
- Shall escalate material financial risks, audit concerns, or compliance breaches to Council promptly.
Legal, Ethics & Disciplinary Affairs (LEDA) Committee
Purpose
To safeguard professional integrity, legality, and ethical conduct within veterinary practice.
Scope of Responsibility
The Committee shall oversee legal interpretation, ethical governance, and disciplinary processes relating to veterinary practitioners and paraprofessionals.
Key Functions
- Interpret and advise Council on the Veterinary Practitioners Act, 2024, subsidiary legislation, and relevant public laws.
- Led the development of regulations.
- Oversee development and review of Codes of Professional Conduct and Ethics.
- Receive, review, and manage complaints against veterinary practitioners.
- Conduct and oversee disciplinary inquiries and recommend sanctions to Council.
- Ensure due process, fairness, and right of appeal in disciplinary proceedings.
- Advise on conflict-of-interest management and ethical governance of Council members.
Authority
- Acts in an advisory and quasi-investigative capacity as permitted by law.
- May conduct or oversee disciplinary inquiries and recommend sanctions.
- Shall not impose final disciplinary sanctions or penalties.
- All final disciplinary decisions rest with the full Council.
Reporting
- Shall submit reports on complaints, disciplinary matters, and legal advice to Council as required.
- Shall provide periodic summaries of ethical and disciplinary trends to inform Council policy.
Terms of Reference For Standards, Compliance & Inspection (SCI) Committee
Purpose
To ensure compliance with professional standards, scope of practice, and lawful veterinary service delivery.
Scope of Responsibility
The Committee shall oversee professional standards, compliance with scope of practice, and inspection of veterinary services and establishments.
Key Functions
- Develop and recommend professional practice standards and inspection frameworks.
- Oversee registration, licensing, and annual retention compliance.
- Guide inspections of veterinary practice establishments and field services.
- Monitor adherence to defined scopes of practice for veterinary surgeons and paraprofessionals.
- Advise Council on enforcement actions against illegal or unauthorised practice.
- Coordinate joint inspections with MAAIF, NDA, Local Governments, and other competent authorities.
Authority
- Acts in an oversight and advisory capacity.
- May guide and review inspection frameworks and compliance findings.
- Shall not prosecute offenders or independently enforce sanctions.
- May recommend enforcement or regulatory action to Council or competent authorities.
Reporting
- Shall submit inspection and compliance reports to Council quarterly or as directed.
- Shall urgently bring to the attention of Council any serious public health, animal welfare, or illegal practice concerns.
Terms of Reference For Digital Systems and Data Governance (DSDG) Committee
Purpose
To provide oversight and advisory support to the Council on the development, implementation, and governance of digital regulatory systems and data management frameworks to ensure efficient, secure, and transparent professional regulation.
Scope of Responsibility
The Committee shall oversee digital regulatory systems, information management, and data governance in support of Council operations and regulation.
Key Functions
- Oversee the design, development, implementation, and continuous improvement of digital systems for practitioner registration, licensing, renewals, and maintenance of professional registers.
- Advise on data governance policies and frameworks, including data protection, privacy, cybersecurity, system access controls, data quality, and integrity of professional records, in compliance with applicable laws and Council policies.
- Guide the establishment of standards and protocols for digital records management, archiving, backup, and disaster recovery.
- Advise on interoperability and integration of Council digital systems with relevant national or sectoral platforms, where appropriate.
- Advise on the use of digital tools to support inspections, regulatory communication, stakeholder engagement, performance monitoring, and reporting.
Authority
- Acts in a purely advisory capacity.
- May review digital system designs, data governance frameworks, and cybersecurity measures.
- Shall not procure systems, manage vendors, or access personal data except as permitted by policy.
- All system approvals and policy decisions rest with the full Council.
Reporting
- Shall submit quarterly reports on digital systems performance, risks, and improvement needs.
- Shall alert Council to critical data protection, cybersecurity, or system integrity risks.
Terms of Reference For Education, Training & Professional Development (ETPD) Committee
Purpose
To advise and support the Council on matters relating to veterinary education standards, training pathways, Continuing Professional Development (CPD), and lifelong professional competence in accordance with the Veterinary Practitioners Act, 2024.
Scope of Authority
The Committee shall oversee veterinary education standards, training pathways, Continuing Professional Development (CPD), and lifelong professional competence.
Key Functions
- Advise the Council on standards and alignment of veterinary and veterinary paraprofessional education and training programmes with national needs, WOAH standards, and Council policy.
- Advise Council on recognition of the veterinary training institutions that meet the requirements.
- Support Council engagement with training institutions, accreditation bodies, and relevant authorities on curriculum relevance, quality assurance, and professional outcomes.
- Develop and recommend CPD policies, frameworks, minimum requirements, and ethical principles for approval by Council.
- Review and recommend accreditation of CPD providers and approval of CPD activities, ensuring transparency, consistency, and fairness.
- Review CPD compliance reports and recommend appropriate regulatory, remedial, or enforcement actions in accordance with the Act and Council policies.
- Advise on emerging competencies, evolving scopes of practice, and innovation in professional learning, mentorship, and skills development.
- Development of frameworks for guiding internship programs.
Authority
- Acts in an advisory and recommendatory capacity.
- May recommend CPD policies, requirements, provider recognition, and compliance actions.
- Does not accredit training institutions or award academic qualifications.
- All CPD policies, recognitions, and enforcement decisions rest with the full Council.
Reporting
- Shall submit quarterly reports on education standards, CPD implementation, internship, and compliance trends.
- Shall advise Council on emerging skills needs and professional development risks.
Important Clarification
- The Committee does not accredit institutions.
- Its role is limited to recognition, guidance, monitoring, and compliance assurance with Day-1 competency standards.
Cross-Cutting Provisions (Applicable to All Committees)
- Each Committee shall be chaired by a Council member.
- Committees may occasionally co-opt technical experts as non-voting advisors, depending on need.
- Committees shall meet at least once in a quarter or as directed by Council.
- All Committees shall submit written reports and recommendations to Council.
- Committees operate under delegated authority and are accountable to the full Council.
