Dr. James Kakungulu

Dr James Kakungulu a member of Uganda veterinary council representing Commissioner responsible for animal health. He was a Board Member of the Uganda Veterinary Board and currently holds position of Assistant Commissioner Animal Health at the Ministry of Agriculture Animal Industry and Fisheries. He is a holder of post graduate diploma in Business Administration, Diploma in Project Planning and Management and Diploma in Public Administration and Management. He is an accomplished veterinary professional specialized in a wide range area including animal health, animal nutrition, disease prevention and control, regulation and enforcement. He holds over 20 years of practical working experience in livestock development planning and management both at the district local government and national level. These include over three years as the Assistant Commissioner in charge of Veterinary Regulation and Enforcement, eight years as Principal Animal Nutritionist, Department of Animal production, Ministry of Agriculture Animal Industry and Fisheries (MAAIF), three (3) years as District NAADS Coordinator, Buyende District local government; nine years a veterinary officer (VO) in Kamuli District. 

 

He has extensive work experience in formulation of policies, and led the drafting of the Animal Feeds Bill which was passed into law in 2024. Played a leading role in drafting of the Veterinary Practitioners’ Bill which was passed into law in 2024. He has successfully managed several projects including the National Agriculture Advisory Services funded by GOU and other partners, the Regional Pastoral Livelihood Resilience (RLRP) project funded by the GOU and World Bank, the Northern Uganda National Dairy Development project funded by Food and Agriculture Organization (FAO) and GOU. He holds practical experience in designing projects, played a leading role in the design of the Regional Pastoral Livelihood Resilience (RLRP) project, Livestock Value Chain under the Uganda Climate Smart Agriculture Transformation (UCSATP) project and the Resilient Livestock Value Chain Project (ReLIV). He is a team player, working with diverse teams including partners, private sector in the animal industry, and public officers in Ministries Departments and Agencies (MDAs).
